Construction Requirements

CONSTRUCTION CONTRACTOR SERVICES DOCUMENTATION REQUIRED
$5,000 - $24,999 Minimum (1 ) Proposal (multiple preferred). Issue a Field Service Agreement for construction services. Provide Certification of Insurance.
$25,000 - $59,999 Three (3) Proposals.  Issue a Field Service Agreement for construction services.  Payment/Performance Bonds for all Construction/Maintenance. Provide Certification of Insurance.
$60,000 - $199,999 Informal Bid Process:  Specifications prepared, bid issued via PlanetBids, evaluation, and selection of lowest responsive & responsible bid, then contract and PO issued.
$200,000 or more Formal Bid Process:  Advertisement placed, formal bid issued via PlanetBids, evaluation and recommendation for Board approval of lowest responsive, responsible bid, then contract and PO issued.


SB 854 Requirements

In accordance with SB 854, all contractors and subcontractors must be registered with the Department of Industrial Relations (DIR) in order to be awarded contracts for public works projects.  DIR has extensive information regarding public works requirements on its Public Works website, including instructions for DIR Contractor Registration.

Effective July 1, 2017, the DIR has established a small projects exemption for contractors who work exclusively on small public works projects.  The small project exemption applies for all public works that do not exceed:

  • $25,000 for new construction, alteration, installation, demolition, or repair
  • $15,000 for maintenance
Contractors that qualify for the small project exemption are not required to register as a public works contractor or file electronic certified payroll records for those projects.  Contractors are, however, still required to maintain certified payroll records on a continuous basis, and must provide them to the DIR upon request.


Pre-qualification of Bidders

To bid projects at Mt. San Antonio College a prime contractor must fully complete a pre-qualification application. Once a contractor is approved the pre-qualification status will remain current for 12 months from the notice of qualification. Contractor must register with PlanetBids to receive automated email notification of upcoming bids.
